**Magicorium** - [Two emails sent when buy order is marked as "not approved"] - [Global]

Description of Issue:
When you mark a buylist order as "not approved", you are prompted to enter the reason why it isn't approved.
The customer then receives two emails:
The first is an email with just the reason (only the text entered into that field)
The second is an email that says "the buylist request was not approved for the following reasons:", but doesn't have anything after.

Steps to Reproduce:
1. Go to https://katelyntest.crystalcommerce.com/buylist/magic_singles-invasion_block-invasion/absorb/9595
2. Add one copy of Absorb to your buylist cart
3. Checkout using an email address you have access to.
4. On https://katelyntest-admin.crystalcommerce.com/buy_orders find the buy order you submitted under the "Awaiting Approval" section.
5. Open the buy order and mark it as not approved. Enter anything as the reason (don't leave the reason blank)
6. Check your email used to submit the buy order. There will be the two emails.


Desired Resolution:
Instead of receiving two emails, the customer should receive a single email that has the text:
"We'd like you to know that your buylist request was not accepted at this time.

We have reviewed your request and cannot accept it for the following reasons:"

It should then list the reason below.
